You get 108 characters to play with in "classic" RACF: up to 8 for the user
ID and up to 100 for the (mixed case) passphrase. Passphrases are available
with the z/OS Security Server in z/OS 1.8 and higher (z/OS 1.9 and higher
if you also want TSO/E to play along).

But that's not the real limit. All the way back in OS/390 2.4, in
September, 1997, IBM added client certificate authentication to RACF. That
support has been updated and improved ever since. With client certificate
authentication you can do all sorts of "exotic" things rather
straightforwardly, including smartcards and voice IDs. Digital certificates
with key sizes of 4,096 bits are common now.

And there's the aforementioned IBM Directory Server for z/OS, part of the
base z/OS operating system.
