This problem is fallout from allowing test (or dev) to share resources, 
including identities, with production. It's worse than 'blurring a line'. It's 
defining a coin whose head and tail belong to different creatures. When we 
embarked on sysplex in the mid-90s, we created plexes by duplicating existing 
systems so that each sysplex today contains (more or less) the same DNA as one 
original system. Each plex shares data--SAF, HSM, catalogs, etc.--only with 
like systems. As Max says, you can't swap personalities mid-stream.

There is nothing in HSM that will allow that RECALL to work.  You can set up 
HSM to not allow the test system to RECALL data sets by issuing this command on 
the test system HOLD COMMONQUEUE(RECALL) This allow the test system to put 
RECALL requests on the queue just not process any requests that are on the CRQ.
