Thanks all for your responses.....further investigation shows that the character is not getting translated correctly when a Windows System FTP's a file to a z/os file (not USS).
Our SBDATACONN statement is commented out in the FTPDATA settings. I believe tomorrow I'll test various SBDATACONN settings and see what works best. Any suggestions for a starter set?
