I have had many issues with zOSMF RACF settings. Manuals - Redbook - SAMPLIB members did not match each other. Personally I could not have made it work without RACTRACE utility - as in: ftp://www.redbooks.ibm.com/redbooks/GG243984/ractrace.zip
