Allocation doesn't ENQ datasets for Master, but there are lots of other resources that Master can ENQ. That doesn't help the OP, since its the dataset ENQs that he needs.

However, the master scheduler is marked NDSI in SCHECDxx, so it doesn't enqueue anything.
