Then there is number 4 on this page, where it talks about GROUP and GROUPEXTEND: https://www.ibm.com/support/knowledgecenter/SSLTBW_2.3.0/com.ibm.zos.v2r3.gim1000/appprcs.htm Notice that each item in the list specifies "Any SYSMOD not already applied". I would not be able to determine what happened without seeing more of your output in SMPOUT. In particular I would like to see every (complete) message for one of the SYSMODS that seems to have been incorrectly selected. I do have one thought, though.
