Notice that it starts with SYSMODS that have not yet been applied, and narrows 
down the selection.

Then there is number 4 on this page, where it talks about GROUP and GROUPEXTEND:

Notice that each item in the list specifies "Any SYSMOD not already applied".

I would not be able to determine what happened without seeing more of your 
output in SMPOUT. In particular I would like to see every (complete) message 
for one of the SYSMODS that seems to have been incorrectly selected.

I do have one thought, though. Do these SYSMODS have a RESTORE ERROR?
