This is the Wild, Wild West, with few rules. RFC 1738:
     https://www.freesoft.org/CIE/RFC/1738/36.htm
would suggest:
     (see
<URL:https://www.ibm.com/support/knowledgecenter/SSLTBW_2.4.0/com.ibm.zos.v2r4.bpxb200/bpxb2soc24.htm>),

instead of:
     (see
https://www.ibm.com/support/knowledgecenter/SSLTBW_2.4.0/com.ibm.zos.v2r4.bpxb200/bpxb2soc24.htm),

The web interface editor needs an "Insert URL" command. HTML doesn't help.
