Quite likely, but, absent good documentation, that would be true whether it
were written in Ada, BLISS, COBOL, DIBOL, ESPOL, FLOW-MATIC, GOM, Haskell,
Icon, Java, Kotlin, Lua, Mesa,  Napier88, occam, PL/I, QtScript, Raku,
Smalltalk, Tcl. Umple, Vyper, Wolfram Language, XL, Yoix or ZPL. The basic
problem is that they didn't have adequate documentation, contingency
planning or staffing. But, let's admit it, the language used is always a
convenient scapegoat.

Which is not to say that COBOL doesn't have flaws, just that it's being used
as a whipping boy for somebody else's failings.
