Hi z/OS guys

Does anyone know why I might be getting this message when I try and execute the 
BPXBATSL TSO command?

FSUM1007 Unable to open the message catalog.
FSUM1009 Unable to execute the shell.
"

The IBM manual simply says:

Explanation
The message catalog cannot be opened. Processing continues.

System programmer response
Verify that the message catalog exists in the file system.

User response
Contact the system programmer.
"

I am a very experienced z/OS Systems Programmer (65+) but have never seen this 
message before and am not sure what "message catalog" is being referred to here.

I my case the SH <command> is not executed and I get no output in //STDOUT, 
only these above messages in //STDERR.

Any and all help will be much appreciated :-)
