No, and if it was I would expect it to effect all cartridges equally.

This is a stand-alone 3590.  Same unit each time, just different 
cartridges.  The excessive load times are always for specific cartridges 

and the load-to-ready time was measured standing right next to the drive 

and watching the 3590 operator panel.  The panel displays "LOADING" durin
g 
the excesive times observed.  Like normal cartridges loads, the display 

eventually changes to blank, "READING", "WRITING", "REWINDING", and 
lastly "READY-AT LOAD POINT".
