Oops!  I had a version of CEEPIPI on the DB2/VM 195 disk.  When I got rid 
of that, the databases started fine.

Hi Steve, for "that pesky DB2 problem", you may have to
rebuilt and resave the "CEEPIPI" module. ^e^

You can review the Appendix E. "IBM Language Environment
for VM User Exit Customization for use with TCP/IP" in the
DB2/VM Program Directory on how to tailor the CEEBXITB
before rebuld and resave the CEEPIPI module.
