Les, We have an outside company on a secure external stack (TCPDMZEV) send an LP print command to our LPD Daemon (TCPLPDEV) which then routes the file to our RSCS server (RSCS1) which, Alan, then uses an LPR LINKDEFINE to print the text file.

You want to LPR from somewhere (is this from a workstation or another host) to the VM system and have the RSCS Daemon (LPD-type link) handle the print job?
