Subject: CMS File System Mystery/Question

I have just loaded a big CP dump. When I list the file, I get:

list prb00000 dump0001 f (label
FILENAME FILETYPE FM FORMAT LRECL RECS BLOCKS DATE TIME LABEL
PRB00000 DUMP0001 F1 F 4096 734914 731217 8/15/06 21:01:14 DMP191

How is it that a format F file having LRECL 4096 uses 3697 fewer blocks than
there are records when the disk is formatted with a block size of 4096?
