Yes.
That said, it still makes me twitchy to do so: some day, someone,
somewhere, is going to delete those statements from SYSTEM CONFIG.
You're better off, if you can arrange it, clipping the disks...but if
the last cylinder of your disks is in use, that doesn't work.
At the very least put in a comment in SYSTEM CONFIG explaining *why*
those volumes are Offline_at_IPL.
