Martha, Some more details on the VM hot-plug support. VM should recognize the queues and leave them available for dedicated use (APDED) if they were reserved for dedicated use in the directory, but we don't change the queues we are using for queue-sharing without an IPL. So even though VM would chose CEX2A over CEX2C for queue-sharing at IPL, with hot-plug in this case the CEX2A will be superseded by CEX2C.
An IPL is usually recommended.
