Sorry but I've been installing software on IBM operating systems for just short of 40 years. If I need a service contract to install something like this, I'm not interested.

"Permit"? Vendors create migration tools all the time. We don't have to make it easy to migrate away from our products and we don't have to assist our competitors in the creation of a migration tool.

I should point out that a migration tool probably may not be packaged with a product, but may be something in the "bag of tricks" of someone explicitly hired to perform the migration. That is, as part of a services contract.
