I'm trying to figure out the correct syntax for having multiple device
ranges offline at IPL.

Devices ,
  Online_at_IPL   0000-FFFF,
  Offline_at_IPL   B000-B05F,
  Offline_at_IPL   B200-B25F,
  Sensed          0000-FFFF
Or

Devices ,
  Online_at_IPL   0000-FFFF,
  Offline_at_IPL   B000-B05F,  B200-B25F,
