AFAIK, RSCS has not yet implemented the SSL protected TCPNJE - there are protocol changes to enable the encrypted session setup.
You could use a Linux guest on the VM side to run ssh to redirect a local port on the linux guest to the ssh daemon on MVS/OE and have the two sides communicate through the redirected port, which would provide implicit SSL around the normal TCPNJE protocol.
