There should be two, predefined directory entries in the z/VM 5.2 USER DIRECT file for the Performance Toolkit. One should look like this:

The PERFSVM user id runs the actual performance toolkit application, and the 5VMPTK20 user id is the install id. If you installed the PerfKit onto minidisks (instead of taking the SFS install option), then the LINK statements above in the PERFSVM user entry will not be commented out. If you don't have directory entries like these two above, then something is wrong somewhere....

No, TRACK is not similar to PerfKit. TRACK can display the status of a running virtual machine and allow you to see what is being done by that virtual machine, but it provides no performance data at all.

You do need TRACK, but you also need a performance monitor product, such as PerfKit.
