The MACINE entry in the directory sets an upper limit, but does not
cause that number of CPUs to be defined at logon. You have to define any
others. It is the CPU directory statement that defines the number at
logon. And the DEFINE command can be used after logon to change how many
cpus are included in the configuration.

VSE guest, where you can define multiple CPUs.  Check your MACHINE 
statement.
