Why it doesn't work: have you looked at the console of the ECPAPM system? The only reason for a failure I can see is that the ECPAPM user is executing another CP command when you issue the CP SEND. 'CP SEND CP ECPAPM EXT' should suffice as it is specified that the command sent will be a CP command. If being sent from the command line, the first CP is not needed; if from an EXEC with ADDRESS COMMAND, it is required.
