An improved MDSK EXEC should have landed on VM's download lib.  FLDISK needs
more surgery and will be added later.  The functional improvements are:
ACCESSM0 to vie filemode 0 files and the check to avoid an inadvertant
ATTACH of a CPOWNED volume.
