According to HELP RECORDING you have to do a COLD restart. Do not hold my feet to the fire, but FORCE may work.
As part of the z/VM system generation process, your system programmer may have indicated which virtual machines would retrieve records of a designated type. CP recording system services recognize additional virtual machines when the virtual machines connect to them using IUCV facilities. (The RETRIEVE CP utility processing connects to CP system services in order to collect CP records). Once a virtual machine has connected to a CP recording system service, its recording queue is maintained by CP until z/VM is restarted with the COLD option. The userid is seldom logged on - it has many mdisks which others link to. I checked it's profile exec and didn't see anything suspicious.
