Have you configured DIRMAINT to bring directory changes online immediately? I believe default is to postpone it to some inconvenient time. RACF defaults are such that the user does not need permission from the ESM to link to his own disks. Use Q MDISK USER ... DIR to see whether the disk is in the object (online) directory.
