We use z/OS HCD to define our I/O configuration. The secondary volumes are
offline there. When in a D/R situation, we re-cable the secondary into the
primary CHPIDs and re-IPL (small shop).

Do you need to keep offline in system config the secondaries?  And have
2 system configs in case you need to run off the secondaries?
