Ditto, even if the devices are OFFLINE to the z/OS (or other) systems
they can still be assigned (don't ask me how, I'm not a z/OS guy....).  

Have your z/OS (or other) systems all UNASSIGN the device AND vary it
offline.

We ran into a similar situation when trying to IPL a tape in a new
datacenter. The tell in our case was that the first unit exception,
indicating a tape mark had been read (this was a standard label tape, so
3 ipls were necessary to load the DDR program), never occurred. The
drive was offline to the MVS systems, but still assigned to MIM. This
prevented the IPL sequence from starting.
