Les, I removed RMSMASTR from the ICHCONN facility in RACF, use the DFSMS authorization file and added IUCV ANY to the 2nd level profiles needing access to VTS tapes via RMSMASTR. 2nd level guests (authorized) connect to the VTS with no issues now. Thanks !

This is an IUCV error, the 15 indicates an authorization failure. Do you have IUCV ALLOW in the RMSMASTR directory on the second level system? RMSMASTR second level and first level are not aware of each other nor do they communicate with each other.
