Robert,

You can add the minidisk to the users directory, then use the CP LINK command to add it to the virtual machine configuration. Use CP LINK either by logging on the the virtual machine via the 3270 interface or using the hcp or vmcp command interface (which requires root authority, but not CLASS A privs).
