Select option 3, Authorizations ...

Add (or duplicate) the GRANT record you said you found:

   --> GRANT *ALL TO USER1

Change USER1 to the name of the UserID you want to have God-like
authority to issue any VM:Secure command for, then FILE the updated
authorization file to activate the change.
