It sounds like the virtual machine did not IPL CMS.
Is IPL CMS in the directory for the user?

On old user after putting the directory online,
It appears to be fine now?
On the new user it shows:
ID
HCPCMD001E Unknown CP command: ID
FORMAT 191 A
HCPCMD001E Unknown CP command: FORMAT
Bottom shows: RUNNING
As this is how the original user was acting?
Thanks.

Was the virtual machine in CP mode? Was CP READ in the lower right of the
terminal session?

Created new VM user IPL-ed to format an A disk same error?
When logging on to an old user -appears to be working okay.
Any suggestions? TIA
