Interesting. If I use that command to HOLD a user, the user is held and the command ends. If I use it to reactivate a held user, it performs the function and prompts with the message "VMXMAI0408R Enter manage subfunction:" after which it posts a VM Read. A reply of "end" is required to complete the command. At least I can queue the reply for the activation. It is just my opinion, but it seems as though someone deliberately went out of their way to make the commands inconsistent and obscure. It would have been far simpler to have HOLD and ACTIVATE commands instead of making them subfunctions of the subfunction MANAGE of the command MAINT. In this case, knowing where to look is key. ADDENTRY and DELENTRY are commands while HOLD and ACTIVATE are inconsistently performing second-order subfunctions of a command.
