In this case the IPWIZARD encounterd an error of some sort. IE: The OSA device was not online to VM or the LPAR.
I ran into this same problem. The hardware guy gave me the wrong OSA addresses to use. Once I had the correct addresses the wizard completed and I was able to connect to TCP/IP.
