It depends on the generation of hardware you have and the microcode level in
your OSA. If you have a z890/990 or higher, and up to date microcode, the
OSA can support layer 2 and layer 3 VSWitches on the same OSA at the same
time. If your hardware is older than that, the OSA can be one or the other,
but not both. 

I would suggest making one change at a time; you're trying to do two fairly
complex things simultaneously, which is going to be confusing. I don't know
of a bridging function in the OSA so, you'd need to either do a source-route
bridge outside of the machine, or treat the L2 segment as a separate segment
and route accordingly.
