There is a "DB2 Client" feature for VM.  It provides what you need: the DRDA
code for use by DB2 programs, without requiring to buy the SW for a DB2
Server.

Some more official title:
The DB2 Client Edition on VM 7.5 - program nbr:  5697-F42
(was available as PRPQ P10154 in V7.3)
