This behaviour is defined in your SYSTEM CONFIG file in the 'Journaling
Information' section. Here is ours:

     Lockout after  10 attempts for  60 minutes ,

     Account after   0 attempts  ,               

     Message after  10 attempts to OPERATOR ,    

     VM_Logo after   5 attempts  ,

     Account after    0 attempts  ,              

     Message after    0 attempts to Operator ,   

     Disable after   10 attempts                 

 

Once a user has reached the logon lockout limit, I know of no way to
reset the user. They must not attempt to logon for 60 minutes, or else
the timer starts again.
