Ah, that explains it...no RACF here.

AUTOLOG2 is used in the event that an ESM is installed on the system 
(like the RACF Security Server).  AUTOLOG1 is used only to startup RACF,

then after RACF is initialized, RACF starts up AUTOLOG2.
