I think someone mentioned this recently, but one way to do this is to put only the system-owned volumes in the online-at-ipl statement, and then vary on and attach the appropriate volumes in AUTOLOG1 (or your equivalent) before you start autologging machines. It's easier to modify the list there instead of the somewhat cumbersome process of messing with SYSTEM CONFIG (and possibly creating a unbootable system).
