You cannot change that: it's hard coded that way (commas are widely used in 
Europe to indicate the beginning of decimals, and single quotes thus seemed to 
be a less ambiguous way to split up large numbers for making them easier 
readable).

single quote (') instead of a comma (,) in numbers greater than 999. IE:
