I just tried it.
Vtam prefix has to be on the Vtam commands 
GCS just r 00,ignore

Isn't 'reply' a standard GCS command (part of the OS emulation in GCS)

In which case, it would definitely be 'r 00,ignore' issued from the 
virtual machine hosting VTAM.

(But I could be wrong.. It's been a few years)...
