I actually gave up on half chaps and instead went to covering my
stirrup leathers in a sleeve of sheepskin.  If you buy actual stirrup
leather covers its very expensive!  But if you buy a girth cover and
cut it in half it works great!  at least for me, a person who has
always suffered from the state building the sidewalks too close to my
rear end.
