I think that's a good point.

The throatlatch area can be measured with your fingers.... the space between 
the jaw and the cervical vertebrae... if there's not much space there when 
the horse is standing naturally, if you ask for the head to be flexed going 
towards vertical, the internal organs will be squished, and may put the 
horse in discomfort or pain.
