She is encouraging it, as she is happy that she has that and not just a trot....she figures if he continues to do what he can naturally do he will eventually tolt well. He has given her mommments of tolt, but then breaks back into a foxtrot, or trot. She is letting him decide, and hoping that his tolt, once in better condition, will shine through.
