Lots of hills, if you have them, and make sure that he's walking in a
nice outline, with his back raised as much as his condition and
training allow (which will of course improve). And of course be
certain his saddle fits and he has no pain in his back or neck to make
sure raising his back, using his hindquarters and eventually coming
into an outline are not painful for him. It will come but it does take
ages. 

It can also vary with the conformation or breeding of the horse. The
children of Stefnir fra Sandholaferju (and that line) always seem to
take ages to grow a butt!
