As remarked over there, I doubt that ruby.exe is in your path. Verify
that by opening a new console, and typing "ruby" and press enter.
Additionally you might test a script I have been working on during the
weekend, but didn't test it on windows yet:

i follow instructions on https://github.com/Icinga/icinga-vagrant,
but when i ran vagrant up i got the message:
The SSH command responded with a non-zero exit status. Vagrant
assumes that this means the command failed. The output for this command
should be in the log above. Please read the output to determine what
went wrong.
Here is the first failure i caught from output:
