I think that is the key here, somehow your apply rule and/or macro usage has left them out. The default behavior for a param without any declarations is to leave it out if the variable is not present. The debug log is explicit and there is no mistake, the variable is not present and there for not executed. How would a process be started with a parameter set to "null", the concept does not exist in the scope of arguments.
