Huh? Thats really strange. Maybe you should test this on an independent
user which can not loose its admin rights.

I think adding the principals of 'lconf.*' should bring the menu entry
on top (next to monitoring).

http://icinga.demo.netways.de/icinga-web/lconf/ you could start the
module without the menu entry. But you'll need the principals to access
that URL.
