Russell/Michael,
Sorry I noticed after you guys replied I left out the info I included 
originally when I posted to Op5's
list.

It does work from the cli, I also have a couple plugins I use for debugging 
which execute it properly
and return the results to Icinga as expected.

The Icinga log states without the debug/proxy plugins:
(Service check did not exit properly)

Whereas the debug plugins both show it as expected:

cmd=[/usr/lib64/nagios/plugins/contrib/check_esx3.pl '-H' '10.0.0.61' '-u' 
'foo' '-p' 'bar' '-l' 'cpu' '-s' 'usage' '-w' '80' '-c' '90']
output=[CHECK_ESX3.PL OK - cpu usage=56.75 % | cpu_usage=56.75%;80;90]
retcode=0

Looking at the debug plugin output for old versus new, I don't see any 
difference.
What techniques can I further utilize, this method has always shown any issue I
have ever had.
