It's about the icinga-web. On one server you have to install icinga with ido and a database. On the other your have to install icinga-web (http://docs.icinga.org/latest/en/icinga-web-scratch.html) and connect to the database interface on the first host. If you want to send commands from icinga-web to your icinga instance you have to setup ssh from your web server user to your icinga box too.
