You might consider OpenNMS. Icinga like Nagios is really just a piece of

what one might consider an NMS.

e.g. Icinga does not do auto-discover. Icinga does not provide an 
inventory of your equipment. Icinga does not generate network maps.

However, it is worth noting that in my personal experience many of those

features provided by a fuller NMS solution are not necessarily worth the

kind of time necessary to set up and keep maintained. It probably 
depends a lot on the scale of your operation. A related question might 
be: can you afford to staff a person whose full time responsibility is 
simply NMS?
