Nicely done ICSA, Geoff Becker and our rules committee in particular.
This rule change is extremely easy to find being at the very end of our
Procedural Rules. It is also easy to follow when reading with your
rulebook open to rule 18.
Regarding the digital N versus the college N course; it is worth
considering but it has its pros and cons.
Pros:
1. same as most other team race courses
2. helps separate last beat from run leg
3. adds another mark trap opportunity
Cons:
1. more work setting and changing for wind shifts in shifty venues
2. some venues in certain wind directions are not wide enough to have
two good but separate and parallel windward legs, but most are
The practice course that Colin suggests does work, is easy to set but,
does mix the windward and leeward legs together with multiple fleets.
Finally, congrats to Colin/Amanda, Pete/Liz, Clay/Lisa for repeating
their win at team racing worlds. You have represented ICSA and your
former college teams well again despite great competition from down
under (and USA 2, GBR, etc.) Former ICSA sailors have now finished
first or second (or both) in every TR worlds since the inaugural event
in 1995. We look forward to hearing from you about how the young Aussie
and Kiwi teams approach the game.

Also take note of the Class rule 7.5.1 on the last page. ICSA has chosen to
be proactive concerning the unintended consequences of RRS 18.2c. The
essence of the problem is that rule 18.2(c) turns off rule 18.2(b) when
either boat tacks. This allows a boat that is required to give mark-room
under rule 18.2(b) to get out of that obligation by crossing head to wind,
and then claim mark room under rule 18.2(a) from boats that are already at
the mark. In certain scenarios, this would have an outcome that runs counter
to the general concept of rule 18.2(b), which "locks in" mark-rounding
obligations early.
It is the feeling of the majority of the US Sailing Racing Rules Committee
that ISAF will make a correction to the RRS latter this spring. The ICSA
executive committee did not want college sailing to have to accept what
could amount to a significant game change in mid-season. ICSA is
essentially "testing" an experimental rule prior to the expected
implementation.
